Overview
The Borough of Sayre operates its own municipal waste collection program which collects garbage from one and two unit residential properties within the Borough. Garbage disposal from residential properties containing more than two units and businesses must use a private contractor for trash collection.
The borough collects garbage every Tuesday, Wednesday, and Thursday. Garbage must be placed on the street or alleyway no later than 7:00 A.M. on the day of collection. In event one of those days falls on a holiday, the Borough will announce any changes to the collection schedule through publication in the Morning Times and our WebSite www.sayreborough.org in the Bulletin Section. There are three collection zones within the Borough.
Garbage cans made of metal or plastic with covers and handles is recommended. Plastic bags may be used, but we do not not recommend their use. If you do use plastic bags, they must be securely closed and be of substantial construction so as to preclude rupture of the bag and spillage of the contents. Please Note: the borough or borough employees will not be responsible for the cleaning up of the contents of a ruptured plastic bag.
The property owner can utilize two forty-five-gallon capacity containers of a weight not to exceed 50 pounds per container or three thirty-two-gallon containers of a weight not to exceed 50 pounds per container for any scheduled pickup period. If you have more than this number, you can obtain Refuse Stickers from the Borough at a fee of $1.00 per extra container. Contact the Administration Department at the Borough Hall (888-7739) for additional info.
The program is funded through a combination of tax revenue and a user fee of $26.00 per quarter, which we collect through the sewer billing process. You may elect to not pay this fee, but if you do you must make other arrangements to dispose of your garbage. Forms to withdraw or opt out of the Borough's Garbage collection program are available at the Borough Hall office at 110 W. Packer Ave. between 8:00 A.M. and 4:30 P.M. (888-7730).

What Can You Recycle at curbside?
- PLASTIC CONTAINERS:
- containers must have 1’s and 2’s codes;
- The base must be larger than the opening. (For example: gallon milk containers, laundry detergent, soda, and water bottles).
- Lids, caps, and rings must be removed and thrown away.
- Containers must be rinsed out.
- NO plastic food/TV dinner trays, tar buckets, egg cartons, Styrofoam, margarine and sour cream tubs, deli containers, yogurt cups, and plastic pipe.
- NEWSPAPERS:
- Bundle and keep dry. You can include inserts and advertisements that come with your newspapers.
- MAGAZlNES:
- bundle and keep dry.
- GLASS:
- Clear, green, and brown glass only.
- Containers must be rinsed out.
- NO broken glass, window panes, mirror glass, ceramics, pottery, flower pits, light bulbs, drinking glasses, or dishes.
- TIN/BIMETAL/ALUMINUM:
- Separate steel (e.g., food cans) from aluminum (e.g., beverage cans).
- All cans should be rinsed out.
- We cannot take any kind of foil, pie tins, aerosol cam, pots, pans, or scrap metal.
- CARDBOARD:
- We accept corrugated boxes and Kraft paper bags only.
- No gift boxes, wax cardboard, soda cartons, cereal boxes, tissue taxes, egg cartons, "Korean" ( gray green) cardboard, and other paper mache containers.
Recycling and Composting Center
Public Works Shed 321 S. Thomas Avenue (next to Riverfront Park).
The Borough has set up a distribution area there where residents can load their own compost. Compost is not available to contractors and it cannot be loaded with a bucket loader. The compost distribution area will be filled periodically and it is available free of charge.

What can I bring to the Composting Section?
- Leaves
- Grass
- Garden residue
- Woodchips
- Tree limbs less than four inches in diameter.
What can you recycle at the Recycling and Composting Center?
The Recycling Center takes everything listed above under Curbside Recycling (including the same restrictions), plus:
- PAPER PRODUCTS: Office paper, junk mail, glossy paper, coupons, fax paper, envelopes, phone books, etc.
E-RECYCLING – Northern Tier Solid Waste Authority will no longer accept electronic devices in its waste stream as per State regulations.
These devices are now considered recycling and can be dropped off at the recycling center along with their normal recycling during the Recycling Center hours of operation.
Commerical establishements can recycle the above items, but must make an appointment.

Recycling in the Borough of Sayre is required per Chapter 135 of the Code of the Borough of Sayre.
Sewer and Billing Information
PLEASE NOTE:
SEWER SERVICE IS BILLED REGARDLESS OF THE STATUS OF OCCUPANCY OF A RESIDENCE OR BUSINESS.
In accordance with Borough Code, the physical link between the sewer main line and the serviced building must be physically cut in order to eliminate sewer service billing for the property.
The Borough of Sayre owns and maintains its own sanitary sewer system. This system collects and carries sewage to the Joint Valley Sewer Authority processing facility in Athens, PA. The Borough charge is $117.00 per quarter for residential service ($468.00/annually). Properties utilizing a grinder pump shall be $89 per quarter in arrears ($356/annually).
Commercial service is billed based on usage, which is measured and reported to the Borough by the Aqua Pennsylvania Water Company. Current billing rate includes a base rate of $117 plus $8.917 per thousand gallons of water consumed or wastewater discharged into the sewer system for a meter reading greater than 13,150 during the quarter for which the billing is rendered.
The service for both residential and/or commercial is billed in arrears, meaning that the billing cycle covers the previous quarter (e.g.,The first quarter of the year, January through March, billing takes place in April). You have up to one month from the date of the bill to submit payment. If you fail to pay on time, we will add a late fee equal to 10% of your quarterly bill to your account.
Payments may be made in person at the Borough Administration Office, 110 West Packer Ave or via mail to 110 West Packer Ave Suite 3, Sayre PA 18840. Payments are accepted in the form of cash, check or money order.
