The residents of the Borough are represented by a seven (7) member Borough Council and the Mayor. The Borough Council meets regularly on the third Thursday of each month at 6:00 p.m. in the Public Works/Emergency Operation Center located at 321 S. Thomas Ave. Due to conflicts with holidays, it is sometimes necessary to reschedule a monthly meeting to the fourth Thursday of the month.

Borough Council President

Henry Farley is the currently Borough Council President and has served on the Borough Council since 1998.

Borough Council Committees

The four Council Committees; Administration, Code Enforcement, Public Safety, and Public works, meet regularly during the month prior to the monthly Borough Council meeting to discuss issues relating to their specific Committee. Issues discussed at one Committee meeting could carry-over to another Committee however, and when that happens, the Committees work together to make a final recommendation to the full Borough Council.

Council members are Elected Officials

Council President: Henry Farley

Henry FarleyHenry G. Farley, Sayre Borough Council President is currently in his sixteenth year as a member the Borough Council. Farley has been employed at Robert Packer Hospital since 1977 and has been an active member of the community.

Mr. Farley is currently serving on the following boards Sayre Public Library, The Salvation Army, Bradford County United Way, and the Bradford County Historical Society. Mr. Farley also serves as archivist for Guthrie Health.

He is a member of the Sayre Elks, Moose International and the Sons of Italy. Henry is also an active member of Epiphany parish. A Bradford County native Henry has lived in Sayre for the past 31 years.

Council Vice-Pres: Gene Cerutti

Gene CeruttiBorn and raised in Western PA, Mr. Cerutti taught in the Pittsburgh area until 1966. In 1966 Mr. Cerutti came to the valley to teach for the Athens Area School District. During his tenure with the district, he was an Assistant Principal, Athletic Director, Attendance Director and Principal at Harlen Rowe Middle School. He retired in 1997.

He is a graduate of the Pennsylvania State University with a Bachelors degree in Secondary Education and a Masters Degree in Educational Administration. Additional graduate work was done at the University of Missouri and Elmira College.

Mr. Cerutti belongs to St. John Lutheran Church and is on the church council as well as being involved with UNICO, ACS, and the Guthrie Hospice Golf Tournament. Mr. Cerutti also volunteers at the Guthrie Clinic in the Orthopedic Department.

Presently he is in his 6th year of Sayre Borough Council and has been Vice President of the Council for three years.

Councilperson: Robert Flick

Robert FlickBorn on July 2, 1954 in Sayre, Pa. to Charles and Orpha (Sherman) Flick Bob was raised in Sayre and attended and graduated from Sayre High School in 1972.

Bob has been married to Jayne (Cummings) Flick for 30 years. They have 2 children, Brian and Ashley.

Over the years, Bob has coached Little League Baseball, (also on the board of directors) ,Small Fry Football and Wrestling. Mr. Flick still works with Sayre Sports, keeping score and the clock for High School Football, Volleyball and Wrestling.

Bob was appointed to Sayre Council in Oct. of 2010 and is currently serving a 4 yr. term as a Councilperson.

CouncilpersonJames (Jim) Daly

Robert FlickNot only does Mr. Daly serve as Sayre Borough's Emergency Services Coordinator, he is now serving as Council Person for the remainder of Councilman Hickey's term.

At the most recent Special Session Council Meeting held on March 13, 2013, following the Council vote, Jim was sworn in as Councilman. As a former Councilman, Jim offers a wealth of experience as he returns to the Borough Council.

Councilperson: Maureen Howland

Maureen HowlandMaureen is a life-long resident of Sayre, the daughter of the late Helen and Dusty Shaw of Sayre. She graduated from Sayre High School in 1984 and is a graduate of Elmira Business Institute. She is married to Harry Howland and has two children, Katelyn and Brian.

She is an active member of Epiphany Church. She has been employed by Guthrie Healthcare Systems and Clare Printing. She is currently a homemaker.

Active in the community, Maureen is a member of the Valley Kiwanis, serving on the Sayre Library Board, and involved with the Sayre Redskin Club.

Maureen is currently serving her first term on Council for a 2-year term.

Councilperson: JoAnn Sabatura

Councilperson: Gene Osmun

Gene OsmunMr. Osmun is beginning second year on the Council. For past 8+ years he has been and is currently Director of Veterans Affairs of Bradford County.

Over a period of 20 years, Mr. Osmun has served as Borough and Township manager.

Mr. Osmun is a graduate of Sayre High School, Lock Haven University and St. Francis University.

Gene is involved in various community and veterans activities. His interests are community improvement in operations and appearance, protecting the tax base, and helping citizens deal with rising costs.

Mr. Osmun began serving on the Borough Council in 2010.

Mayor: Denny Thomas

Mayor Denny ThomasMayor Thomas has been a lifelong resident of Sayre Borough and resides in Sayre with his wife of 35 years, Lura Husick Thomas, and their daughter Kelly Ann Thomas.

As a graduate of Sayre High School, Denny is also a graduate from Husson Valley Community College and The Simmons School of Mortuary Science in Syracuse, NY. He is currently employed in the marketing department at State Line Auto Auction in Waverly, NY.

Mayor Thomas is a Trustee of Guthrie Healthcare systems and the Greater Valley EMS. He serves as a board member of the UDAG Loan Committee and is a member of the Healthcare Facilities Authority of Sayre.

Denny served for twelve years as your Borough Councilman and has been the Mayor of Sayre since 2005.
